Wild camping in Albania: is it legal? (2026)

Albania's tourism act and its accommodation regulation govern campgrounds as a business — categories, requirements, registration. What we couldn't locate in any official source is the rule telling a traveller whether they may pitch a tent on ordinary ground, with or without the owner's permission. Unconfirmed, for tent and bivouac alike.

• The owner's permission spares you the property problem, but we haven't verified it as sufficient against planning, municipal or protected-area rules.

Equally open: no rule we verified classifies the night inside a parked vehicle, on the road, on the coast or inside protected areas. Traffic, parking and municipal rules still count on their own; on the overnight, unconfirmed.

Albania does regulate beach stations — the umbrella-and-lounger business, by a 2024 Council of Ministers decision. On the tent on the beach outside those concessions, nothing verifiable. Unconfirmed, with the warning that Albania's coast is exactly where the country has changed most in ten years.

Public or private forest, tent, bivouac or vehicle: the same result in all four boxes. We verified no text allowing or banning it. It's the kind of gap a blog would fill with 'in Albania you can camp anywhere'; we leave it as it is.

Albania has a protected-areas act (81/2017, amended 2024) and a national agency managing them — the framework exists. What we couldn't obtain is the camping rule applying generally inside them, for tent, bivouac or vehicle. Each area may have its plan; the framework alone doesn't answer.

Theth, Valbona, the Albanian Alps traverse; and the Vjosa, Europe's last wild river with its newly created national park. They're exactly the places people search 'wild camping Albania' for — and exactly the ones where we found no verifiable camping rule, not even in the Vjosa management plan that does exist. Unconfirmed: ask the area's administration before counting on a spot.

What does exist, and it's from January 2026: the accommodation-categorisation regulation includes the campground as an accommodation structure. So there's a formal, registered route to sleeping under canvas in Albania — with its rules, capacity and registration. That the category exists says nothing about camping outside it.

The national tourist-trail regulation (a July 2024 order) does say something usable: on the trails it governs, you camp at designated places. It's the most useful rule in the country for a walker — with the usual fine print: confirm the current designated place with the trail or protected-area authority, because a flat clearing is not a designated site.

The lagoon-and-pelicans park is the only one where we found an official visitor guide directing camping to designated places — tent and bivouac. It's little, but it's from an official source, and it contrasts with the silence elsewhere: confirm site, access, fee and season with the regional protected-areas administration.
