Andorra has an exception that matters if you’re crossing the Pyrenees: the official tourism page says free camping is prohibited below 2,000 m and is only permitted in the surroundings of a mountain refuge, at night, when that refuge is full. With the vehicle it’s blunt — a flat €600 for an occupied overnight stay in a motorhome or van outside the designated areas.

This is not legal advice: it's what the official sources say, checked by hand, plus what I lived myself. Verify before you bet the fine on it.

The full refuge: the Pyrenean exception
Andorra's positive route, and the one that matters if you're crossing the Pyrenees: the official guide accepts pitching in the immediate surroundings of a mountain refuge, at night, and only when that refuge is full.
- Three conditions, not one: immediate surroundings, at night, refuge full. Outside that it doesn't apply, and the parish, protected area, fire rules and ownership still govern.
- Confidence stays low on purpose: this is official destination-guide wording, and we haven't located the article behind it.
- The same official page frames the exception inside an altitude rule worth knowing: “L’acampada lliure està prohibida per sota dels 2.000 m” — free camping is prohibited below 2,000 m. Exactly how the two sentences combine — whether above 2,000 m the refuge route is still the only one — the source doesn’t clarify, and we don’t resolve it for them.
Authorised campsites and camping zones
The licensed route: establishments complying with the tourist-accommodation law and its implementing rules. Check category, opening, capacity and operator terms.

The two official tourism formulations don't say the same thing, and neither identifies the controlling article. Without that, we give no general answer.

Van and motorhome
€600 for sleeping in the van
Andorra is blunt about the vehicle: an occupied night-time stay in a motorhome, caravan, camper or converted van outside the designated facility categories is a minor infringement, and the fine is a flat €600. The driver is responsible, with possible joint liability for occupants.
- Operating campsites, camping zones, motorhome stay areas and reception areas are excluded — as are temporary zones enabled by a Government decree.
Fine: A flat €600 (art. 16 prohibits the conduct, 69(m) makes it a minor infringement, 63 puts responsibility on the driver — with possible joint occupant liability if the driver can’t be identified — and 73(2)(a) fixes the amount).
