One country with three camping laws and no state-level one: the Federation bans it outside campsites (50–500 KM), Brčko too and pricier (200–1,500 KM), and Republika Srpska confines it to 'organised camps'. The first thing to know in Bosnia is which entity you're standing in.

This is not legal advice: it's what the official sources say, checked by hand, plus what I lived myself. Verify before you bet the fine on it.

The Federation (FBiH)
Camping outside campsites — Federation
Federation of BiH
The Federation's hospitality act closes it in one sentence: camping only in a campsite, and pitching a tent or placing camping equipment outside one for that purpose is expressly prohibited. No one-night exception, no forest exception, and no private-land exception: the text doesn't distinguish owners, so the landowner's permission doesn't turn his meadow into a campsite.
- Cantons can add their own layers (forest, nature, fire), but no source we read displaces this entity-wide prohibition.
Fine: 50–500 KM for an individual (art. 69, for breaching art. 40).

Caravan and camper — Federation
Federation of BiH
The same act names the equipment: camping cabin, trailer and other gear used for outdoor accommodation fall inside the definition, and outside a campsite they hit the same prohibition and the same fine. What the text doesn't classify is sleeping inside an ordinary lawfully parked car — that boundary stays open and we don't stretch the fine to it.
Fine: 50–500 KM for an individual (same art. 69 bracket).

The vehicle off-road — Federation
Federation — off-road
Outside settlements and outside the routes — roads, field tracks, arranged trails and designated grounds — driving and parking motor vehicles is prohibited, save the listed work and service exceptions. That settles where the car may be; it doesn't settle whether you may sleep inside one lawfully parked at the roadside: unconfirmed.
Republika Srpska
'Organised camps' only — RS
Republika Srpska
The other entity doesn't say 'banned': it says where. Camping only at organised camps, and the act defines what one is — suitable land, purpose-arranged, fenced, with sanitary facilities and waste space. The door it leaves open is the registered temporary camp: for sporting, cultural or artistic events, or tied to rural hospitality, on a designated space and under its registration decision.
- The owner's permission alone isn't enough: the ground must meet the organised-camp requirements or be registered as a temporary camp.
- We found no penalty traced to the traveller in the current text — and a replacement act is in public consultation, so this is the point we watch.
Public forest — RS
RS — public forest
RS forest law grants free access to Republic forest for enjoyment, rest and recreation, at your own risk — and in the same breath lets the ministry, owner or manager restrict or prohibit the stay where someone pitches tents or sets up camps without permission. It's a restriction clause, not a permission: that they may forbid it doesn't mean asking makes it lawful, because the organised-camp rule still sits on top. Unconfirmed, and the same for the vehicle.
Sleeping in the vehicle — RS
Republika Srpska
The act contemplates organised camps renting pitches for a guest's own or rented accommodation equipment — so the formal route exists. What the text doesn't classify is the ordinary car lawfully parked with someone asleep inside. Lawful parking and camping are different things, and neither follows from the other: unconfirmed.
Brčko District
Brčko: banned and pricier
Brčko District
The autonomous northern district copies the Federation's formula and raises the price: camping exclusively in a campsite, no public-versus-private distinction, with a 200–1,500 KM fine for an individual. And it adds a practical twist: the market inspector can order your camping gear removed within 24 hours.
- The owner's permission may spare you a trespass problem, but it doesn't turn his land into a campsite for this act's purposes.
Fine: 200–1,500 KM for an individual (art. 59(1), for breaching art. 34(2)).

Brčko's forest: two permits, not one
Brčko — forest
Here you see the layers stack: Brčko's forest act requires the competent Department's authorisation to pitch a tent or set up camp in public forest — and the owner's if the forest is private. But that forestry authorisation is necessary, not sufficient: the hospitality act still sits above, confining camping to campsites. Separate forestry fine: 50–1,500 KM.
Fine: 50–1,500 KM for a natural person (art. 65(1)(h), for art. 18(2)) — separate from the hospitality fine.

The vehicle — Brčko
Brčko District
Camping cabin and trailer used as outdoor accommodation are expressly camping, and outside a campsite they're vetoed. On the ordinary car parked with someone inside, the text says nothing — unconfirmed, which is why we hang no fine on it. In forest and on forest roads, motor traffic is additionally allowed only for management, rescue, police, civil protection and infrastructure: that doesn't settle the night inside the car either.

The national parks
Camping — Sutjeska
Sutjeska National Park
In the country's oldest park — Perućica and Tjentište — camping is allowed at designated places and with the park administration's approval. The park itself points to the arranged campsite at Tjentište and Orlovačko Lake as a commonly used camping spot; at the youth camp you check in at the Hotel Mladost reception and get assigned a place. Confirm pitch and procedure before heading up.
- Same for the one-night tent bivouac: the park doesn't carve it out of its camping rule.

Camping — Kozara
Kozara National Park
At Kozara we could verify nothing usable: its accommodation page evidences no operating campsite or pitch inventory, and a management plan proposing to create camping areas is a plan, not a current permission. On top sits RS's organised-camp rule. Unconfirmed — ask the park administration directly.
- Same with the vehicle: the park regulates traffic and parking through its internal rules, and that doesn't answer whether you may sleep inside.

Camping — Una National Park
Una National Park
The turquoise-river park has its designated zone: the Lučica picnic and camping area at Martin Brod. Outside a lawful campsite the Federation's ban returns, so in practice Lučica is the answer inside the park. Its official tariff contemplates a charge per vehicle or per tent, caravan or camper — meaning the wheeled option exists there and only there.
- The tariff evidencing it dates from 2025: confirm season, registration and availability before counting on the pitch.
