Wild camping in Indonesia: is it legal? (2026)

The SIMAKSI myth, dismantled: it isn’t the ordinary tourist’s permit but the one for research, film and expeditions. The baseline, in designated forest: camping needs the competent authority’s authorisation, with authorised natural-tourism campgrounds in protection and production forest. In Bali, lodging in a vehicle on provincial and national roads is prohibited.

The forest needs authorisation

The base rule. In Kawasan Hutan — designated forest land, whether conservation, protection or production — camping requires authorisation from the competent authority. The 2023 amendment keeps the operative phrase, and the official explanation glosses it by expressly naming *perkemahan*: camping.

  • The authorisation must cover that place and that activity. One for another use or another site won't do.

Camping offered outside a PB-PSWA concession area in a national park, nature tourism park or game park carries its own condition. Don't confuse it with pitching freely.

Gunung Ciremai: two days, one night

The most concrete example we have: the Ciremai climbing protocol defines a general two-day, one-night product, with an online quota and a transit camp.

Hutan Lindung: campgrounds do exist

A nuance that corrects the intuition: protection forest is not a no-recreation category. The regulation permits authorised natural-tourism accommodation, campgrounds included. What it doesn't give is a right to pitch anywhere inside it.

Hutan Produksi: the same route

Production forest takes the same authorised natural-tourism regime. But being "production" authorises nothing by itself: the route is still the authorised campground.

The coast: access isn’t overnighting

We opened the national coastal statute and its amendment. They protect and regulate public access and delegate setback details, but they don't classify camping. A right to reach the beach isn't a right to sleep on it.

  • The real answer is provincial and regency-level: check the province's coastal zoning and the regency or city's public-order and land-use rules.

Bali: permission on the beach setback

Using the beach setback for your activity requires permission, and you may not close beach access or appropriate a public beach for a private interest. The provision isn't camping-specific, so we read it as what it says.

Badung: the word “residence”

Badung regency prohibits using controlled coastal areas as a place of residence. But *bertempat tinggal* is a residence concept and the official explanation doesn't define it as one recreational night. That's where we stop.

Bali: no lodging on the road

Indonesia's most concrete finding, and one of the most useful: Bali's provincial regulation prohibits lodging or stationing a vehicle for that purpose on provincial and national roads.

  • It's limited to those roads. It doesn't decide sleeping in a vehicle at a lawful campsite or in an off-road car park.
  • The provision doesn't define *memondokkan* and its official explanation says only *Cukup jelas* — "clear enough". We stick to the text.

Tickets, fees and SIMAKSI

SIMAKSI isn't what you were told

The most-repeated Indonesia myth, dismantled with an official source: SIMAKSI is not the ordinary tourist's entry document. The South Sulawesi authority separates them clearly — visitor tickets and tourism-activity charges on one side; SIMAKSI for research, science or education, film, expeditions and journalism on the other.

  • If you're visiting a national park as a tourist, your route is the ticket and the fee, not SIMAKSI.
