The official trail-shelter network Luxembourg seems to have doesn't exist: don't treat a shelter or a mapped route as an overnight site. What does exist are concrete campsites — Toodlermillen and its two-night Quick Stop, the Mullerthal list — and hard closures around the Upper-Sûre lake, where Zone I literally prohibits every activity.

Upper-Sûre Zone I: everything prohibited
In immediate-protection Zone I around the Upper-Sûre lake, article 4 prohibits every work, installation, deposit, operation or activity. A traveller's tent falls squarely inside.

The zone verte
In the green zone, use a campsite duly authorised before the Nature Act came into force, or a sports, leisure or camping zone specifically provided for. And check whether the municipality is stricter.
