The federal Forest Code recognises citizens' right to be in forests freely and without charge — the provision that makes Russia interesting, and which stops short of saying you may sleep. In national parks the rule is clear: organising a stand or rest place outside a specially provided place is prohibited, campfires included. The provision that makes Russia interesting: the federal Forest Code recognises citizens' right to be in forests freely and without charge. With duties: fire safety, sanitary safety, reforestation and forest care.
- It's an access baseline, not a conclusion about sleeping. The text itself doesn't say the tent, the fire, the vehicle or the overnight are permitted.

Granted forest plots
A holder of a granted forest plot may not obstruct citizen access except in article 11 cases, and may fence it only in the cases the Code provides.

When they can close the forest
Presence may be restricted for forest fire safety, forest sanitary safety or citizen safety during works, and on protected-area land or other land federal law restricts. Outside those grounds, article 11 rejects restriction.

The eighty-odd federal subjects
And here's the gap, said plainly: Russian forest legislation includes the federal subjects' own laws and municipal acts within their powers. We haven't done that sweep, we enumerate no subject and we assign no subnational outcome.

Protected areas
Federal reserves: permission to enter
A physical person who isn't an employee or relevant official needs permission from the managing federal institution or the supervising body. Permission to enter isn't permission to camp.

The visit fee
The managing institution charges for tourism visits, with the Decree 1039 framework applying to those not resident in settlements inside the area's boundaries. Paying doesn't replace the entry permission.

Camping inside a reserve
The concrete regime is set by each reserve's special-protection regulation, and any activity contrary to its tasks is prohibited. We didn't sweep reserve by reserve, and we say so.

National parks: presence permission
Physical presence requires permission from the managing federal institution or the supervising body, with statutory exceptions for employees, officials and residents. And that permission doesn't override zoning or designated-place rules.

The functional zones
A national park is divided into zones — strict reserve, specially protected, recreational — and the zone changes which visits and activities fit. The park's name isn't enough: you have to check its current zoning instrument.

The harm clause
Activity capable of damaging natural complexes, plant, animal or cultural-historical objects and contrary to the park's purposes is prohibited. Note: this general clause doesn't make every quiet tent harmful — the provided-place rule decides location.

Vehicle in forest — Russia
The presence-right sentence doesn't mention vehicles, so it can't support permission to drive, park or sleep inside.

Movement and parking unrelated to the park's protection or use is prohibited outside public roads and waterways and specially provided places. The clause doesn't by itself resolve sleeping inside a vehicle that is where it may be.
