Wild camping in Serbia: is it legal? (2026)

Article 51 of the forest law says it flatly: placing tents or setting up camps in forest without the forest owner's or user's permission is prohibited. And the act reaches forest of any ownership — public or private, no difference. With permission, go ahead; without it, it's an offence carrying 10,000 to 100,000 dinars.

• A detail that matters: the article has no duration exception. A single night under a tent is caught the same — there's no 'it's only a bivouac' door.
• Forest permission settles the forest law, not the rest: fire, closures, municipality and protected-area rules still count separately.

The same article 51 prohibits driving a motor vehicle off the roads designated for it without the owner's or manager's permission, save official needs. That governs where you may move; whether sleeping inside a properly positioned vehicle is camping, the text doesn't say: unconfirmed.

Outside forests and protected areas, the rule everyone cites — the hospitality act — governs the provision of accommodation and food services. The business, in other words. Whether a traveller pitches a tent for a night on ordinary ground, public or private, is settled neither by that text nor by any other we could verify. Unconfirmed, for tent and bivouac alike.

On whether sleeping inside a lawfully parked car counts as camping, it says nothing: unconfirmed. Lawful parking and lawful overnighting remain two questions.

Serbia protects by degrees — I, II and III — and the national framework delegates the concrete prohibitions to each area's declaration act, management plan and internal-order rule. Degree I is the hard one: everything is prohibited save a short list that includes controlled recreational visits. But that's degree I and it can't be carried across to II or III. No common camping rule: identify the area, the degree and its instrument first.

Tara's internal-order rule allows camping outside the built plots — houses, holiday homes and tourist establishments with their curtilages — only at places specially arranged and designated by manager decision, management plan or spatial plan. Confirm with the park which places are operating, the protection zone and fire closures before heading up.

Kopaonik adds old-school bureaucracy: you camp only at places the park enterprise has arranged and designated, and with its approval. You must also report your stay — and if you arrive by vehicle, register the parked car's plate number along with that report. Check with the manager which camp is operating this season.

The park of the monasteries works like Tara: outside built plots and their curtilages, only at places specially designated by manager decision, management plan or spatial plan. Its rule was buried under a generic gazette record — but it exists, it's from 2021, and it governs.

All three rules speak of 'kampovanje' and 'logorovanje' — camping and encampment — but none defines whether a single night under a tent falls inside those words. We don't inherit the camping result: unconfirmed in all three. With one important hook: if the spot is forest, the forest rule above applies on its own account, and that one has no duration exception.

All three agree on the same thing: you travel on designated roads, trails and spaces, local forest tracks are closed to ordinary traffic, and you park where it's marked.
