The Forest Code permits being freely in state and communal forests — and article 26 of the Constitution in principle extends that right to a lawfully present foreigner. From there to camping is a leap the law doesn't make. What is written down: natural reserves prohibit recreation, outsider passage and tourism; and during the fire-danger period there are no fires and no vehicle entry.

Being in the forest: you too
The Forest Code lets citizens be freely in state and communal forests. And there's a legal nuance worth stating: article 26 of the Constitution gives lawfully present foreigners the same rights and duties as citizens, save for legal exceptions. So the sentence, written for citizens, in principle reaches you.

Private forest — Ukraine
Article 66 permits being freely in private forest with the owner's consent. That consent doesn't by itself resolve the tent, the fire or the overnight mode under every other instrument.

The fire-danger period
A rule with its own definition, and a useful one: during the fire-danger period lighting fires in a forest is prohibited. And the period runs from the disappearance of snow cover until stable wet autumn weather or the formation of snow cover.

The nature-reserve fund
Fund territories may be used for recreation only under the law and only where it doesn't contradict the area's purpose or protection regime. No general overnight right follows.

Vehicle in a natural reserve
Parking is prohibited, and mechanical-vehicle passage is prohibited except on public roads. Since outsider passage is also prohibited, that exception creates no access.
