Wild camping in Ukraine: is it legal? (2026)

The Forest Code lets citizens be freely in state and communal forests. And there's a legal nuance worth stating: article 26 of the Constitution gives lawfully present foreigners the same rights and duties as citizens, save for legal exceptions. So the sentence, written for citizens, in principle reaches you.

Article 66 permits being freely in private forest with the owner's consent. That consent doesn't by itself resolve the tent, the fire or the overnight mode under every other instrument.

Article 66 doesn't expressly name pitching a recreational tent or staying overnight. From the right to be present we don't infer the right to sleep.

Sleeping without tent, vehicle or fire isn't expressly resolved either.

A rule with its own definition, and a useful one: during the fire-danger period lighting fires in a forest is prohibited. And the period runs from the disappearance of snow cover until stable wet autumn weather or the formation of snow cover.

Fund territories may be used for recreation only under the law and only where it doesn't contradict the area's purpose or protection regime. No general overnight right follows.

Article 16 prohibits establishing public recreation places, outsider passage and tourism. A recreational tent falls within that combined prohibition.

A structureless bivouac requires outsider presence and is recreational use. The permitted walking excursion doesn't become overnight permission.

Expressly prohibited.

Parking is prohibited, and mechanical-vehicle passage is prohibited except on public roads. Since outsider passage is also prohibited, that exception creates no access.

A national park's protected zone is governed by the rules for natural reserves. That cross-reference carries the recreational-tent prohibition across.

It's a zone for short recreation, scenic viewing, tourist routes and ecological trails. The statute doesn't place campgrounds there, and the park's individual regulation governs.

Here it works: this is the zone intended for hotels, motels, campgrounds and other visitor-service facilities, subject to the park regulation and territory-organisation project. Designated-facility use, not permission to pitch outside.

During the same period, entry by vehicles and machinery into forest-fund territory is prohibited, except transit routes and forestry-purpose vehicles.

Vehicle passage is prohibited in designated primeval, quasi-primeval and natural forests, except public roads and the forest-protection service.

Neither the forest-presence regime nor the seasonal entry rule expressly classifies sleeping inside the vehicle.
